CFMS 2.0 Bihar is a comprehensive financial management system designed by the Government of Bihar to streamline financial transactions, budgeting, and accounting processes. Comprehensive Financial Management System (CFMS) is an enterprise level application, being designed, developed, and implemented by TCS on behalf of the Finance Department. The broad outcomes envisaged from the implementation of the CFMS project include a ‘Single Source of Truth’ across the Enterprise (i.e., the State) accessible by all the stakeholders of the system, real time information availability, facilitate agility in decision making, speed and certainty of service delivery, convenience to all the Stakeholders, minimal reconciliations, and improved financial discipline in the State.

 

CFMS also provides interface to Accountant & Auditor General of the state to review the expenditure & receipts reported by treasuries and to prepare civil accounts. CFMS integrated with multiple external application/stakeholders such as RBI e-Kuber (Payment/Receipt), NSDL, NPCI, HRMS, and WAMIS etc.

 

1. Bill Tracking: Track the status of bills, including pending, approved, and rejected bills.

2. Payment Processing: Initiate and track payments, including online payments and bank transfers.

3. Budget Allocation: View and manage budget allocations for various departments and schemes.

4. Accounting and Reporting: Generate financial reports, including balance sheets, income statements, and cash flow statements.

5. Employee Salary Management: Manage employee salaries, including payroll processing and salary disbursement.

6. Pension Management: Manage pension payments, including pension disbursement and pensioner management.

7. Vendor Management: Manage vendor information, including registration, billing, and payment processing.

 

The CFMS 2.0 Bihar portal aims to:

2. Enhance efficiency and productivity in financial management
